bug: license expiry locks templates in deprecated state

I enabled template deprecation on an enterprise license and switched to OSS after the license expired. I can no longer unmark my deprecated templates. See the screenshot

## Suggestion

In case of license expiry, an admin should be able to opt out of all enterprise features. In this example, the admin should be allowed to unmark the template as deprecated.

复现从启用了模板弃用功能的 Enterprise 许可证在到期后转为 OSS 的过程，然后跟踪许可证到期时如何处理已弃用的模板。通过验证许可证到期后管理员可以取消模板的弃用标记，并且可以选择不使用其他 Enterprise 功能，来确认 fix。
