Release process should add links to prerequisites

Release description should be prefixed with the following:

## Installation Instructions

1. (optional) Install the .NET **Desktop** Runtime 8.0.x for your platform from [Microsoft](https://dotnet.microsoft.com/en-us/download/dotnet/8.0). The installer will download and prompt you to install it if you don't install it manually.
2. Install the latest Windows App SDK Runtime from [Microsoft](https://learn.microsoft.com/en-gb/windows/apps/windows-app-sdk/downloads). The app will prompt you to install this on startup if you don't install it manually.
3. Install Coder Desktop.
