### Investigation
The issue is related to how allure plugin is working.

Based on `isHookStep` flag, steps inside Before/After statements are totally ignored when added to allure reports and it seems like this behavior can't be configured over some codecept config or any public API methods.
There are probably some reasons for this kind of limitation for steps inside of a hook statement, so, could you suggest any workaround?
