[Grant] Grants List

**Feature description: user can view the list of grants**

Flow:

3. User can add a new grant by clicking 'Adauga grant button' (issue https://github.com/code4romania/alex-api/issues/63) or see the [draft grants list ](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=5123-66023&mode=design&t=yED3dImNWgfOJNyS-4)
4. User can filter the Grants' list

**Actions on Grants list table:**
1. User can filter the table > ['Flitre' button](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=5079-66156&mode=design&t=yED3dImNWgfOJNyS-4) by:
- Period
- Sponsor
- Project
- Type of beneficiary
- Type of financing
2. From the [dropdown menu](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=5058-67397&mode=design&t=yED3dImNWgfOJNyS-4) at the end of each row (vertical dots), the user can:
- see the details of the grant in a [side panel](https://www.figma.com/file/W7ppl5xGFpB3atVWwYL7qN/Alex-(asistentul-bugetar-al-ONG-urilor)?type=design&node-id=5058-68496&mode=design&t=yED3dImNWgfOJNyS-4)

Esamina prima il flusso dell’elenco delle sovvenzioni e i design Figma collegati, inclusi gli stati vuoto, bozza, filtraggio, dettagli e azioni della riga. Controlla le issues #63 e #44 per il lavoro correlato all’aggiunta e alla modifica delle sovvenzioni, quindi conferma il comportamento previsto dell’API per i filtri e i dettagli delle sovvenzioni.
