ustar is zero at the first time step when doing a restart

Trace the auxiliary restart-file handling for the ustar field and the first restart step, then inspect the condli entry point mentioned in the report. Reproduce a restart and verify that ustar is restored from the auxiliary file rather than remaining zero until condli estimates it.
