Add ability to reference other tasks in tasks and comments

# Problem

We should add the ability to reference tasks in Code Corps within the body of a task or comment.

The user would click an icon under the `textarea` and get a filterable input of possible tasks to reference in the project. Choosing a task would then add the URL to the task into the input. When rendered out in the client, the task URL would then be converted from the URL into the title of the task and made into a link resolving to that URL.
