Switch user filtering on index endpoint to elastic search

# Problem

Right now, after merging #698 , the user index endpoint filters using `ilike` on the fields `[:first_name, :last_name, :username]`. Each field is filtered separately and it's a relatively primitive search.

It should filter by
- `username`
- a combined value of `first_`/`last_name`
