index page does not look the same and heroku is not free

I've been following the steps as they've been written but I've come across a few issues I urgently need to fix. (i only have a day to fix this for a project)
1- when initializing the cockroachdb leaderboard table in the fourth step of the entire tutorial, the 'cockroach sql' command does not work, it says 'cockroach' is not recognized in the terminal.
2- when I run index.html on a server, the layout looks very different. is there some sort of CSS extension i should've added or did i miss a step?
3- heroku does not offer a free trial to use to create this app. do i need it or is it a step i can skip?

Überprüfe den vierten Schritt des Tutorials, die index.html-Seite und die Einrichtungsanweisungen für CockroachDB. Reproduziere den Fehler des cockroach sql-Befehls und das abweichende Layout und prüfe anschließend, ob der Heroku-Schritt noch erforderlich ist. Als erledigt gilt die Aufgabe, wenn die dokumentierte Einrichtung funktioniert, die Seite wie gezeigt gerendert wird und die Anforderung für Heroku klar erklärt ist.
