Start with the TeamCity failure and artifacts linked in the issue, then read the roachtest README and the failure location at test_runner.go:998. Trace the IBM provider setup for the network/authentication test and determine what change is needed for the cluster_creation failure. Done means the failing roachtest no longer reports the IBM Cloud transit-gateway error.
