Enterprise Features

Some mechanism should be added to this app to support for enabling/disabling Enterprise features.

* Perhaps a flag at the App level- `IsEnterprise:boolean`.
* False by default (to minimize setup by non-enterprises).
* Enables/disables registration of Enterprise specific endpoints (i.e., list Orgs in Enterprise)

Start by locating the app-level configuration and the code that registers API endpoints. Define how an enterprise flag defaults to false and controls registration of enterprise-specific endpoints, including the organization-listing endpoint; done means non-enterprise setups require no extra configuration and enterprise endpoints are enabled only when requested.
