## Describe the Bug
install JQ fails on ARM64 GitHub-hosted runners (linux)

JQ is already available on GitHub runners.

## Expected Behavior
A clear and concise description of what you expected to happen.

## Steps to Reproduce
1. Create arm64 runner (tested with GitHub-hosted, may also work on graviton)
2. Run this action
```
Cannot handle "ARM64" architecture for os "Linux"
Error: Process completed with exit code 1.
```

## Additional Context
Seems to be the same issue as https://github.com/cloudposse/github-action-docker-build-push/issues/68

Locate the action definition and the step that installs or invokes jq, then reproduce the failure on an ARM64 Linux GitHub-hosted runner. Compare that behavior with the repository's existing action flow; the work is done when the action completes successfully on ARM64 without the reported architecture error.
