Make an alpha release on npm

As noted in https://github.com/cloudpipe/runner-node/commit/62d5ff59a05900b63862c18889a779d7c31f701d, we need the runner to be installable for the Docker container. At the very least, we can make a dummy release (even with a crappy name) so we can start using this.

Start by reading commit 62d5ff59a05900b63862c18889a779d7c31f701d and the repository's current package and release configuration. Confirm what the Docker container needs, then make an alpha package available through npm so the runner can be installed there.
