Maureen would like to have workflow templates in the terraform module for AWS and Azure modules

The workflows for IBM Cloud, AWS and Azure terraform modules vary quite a bit (particularly with the credentials). Currently the workflows are specific to IBM Cloud and a great deal of work is required for each repo to update the workflows for AWS or Azure.

Options:

- Create different workflow alternatives in the template repo that either get configured manually or through the new module request automation
- Create a different template repo for each cloud provider (`template-terraform-module-aws`, `template-terraform-module-azure`, `template-terraform-module-ibm`) and choose the appropriate template when the new module request is processed

The issue names no files or tests. Start by examining the template repository and the new module request automation, then compare the existing IBM Cloud workflows with the AWS and Azure requirements; done means an agreed provider-specific workflow approach that handles each provider's credentials.
