IBM Cloud-specific modules (those that use the IBM Cloud terraform provider) should be moved into the https://github.com/terraform-ibm-modules org so they can be jointly developed and maintained. The instructions for onboarding a module into the org are provided here - https://github.com/terraform-ibm-modules/getting-started
