Allow filtering by submission state (failed/cancelled/completed/in-progress) when looking up submission IDs by strategic metadata

https://github.com/channable/opsqueue/pull/112 adds support for selecting submission IDs by strategic metadata. However in that PR we are only checking the `submissions` table which is for in-progress submissions, as per the comment by @ReinierMaas we could generalize this so that we can lookup submission IDs by strategic metadata that are failed/cancelled/completed.

Start with pull request #112 and the lookup that currently checks the `submissions` table. Compare that path with how failed, cancelled, and completed submissions are stored; done means strategic-metadata lookup can return IDs in all four states.
