Local running of Terraform

When trying to run the terraform locally before I pushed my work to github, I ran into a problem with the file lambda.zip. The workflow creates this file automatically when it runs, but the terraform won't work without it. I don't know how common it is to run terraform init and plan before pushing changes to github, but I usually do especially when I am creating something new. I would recommend including the need to create the zip file somewhere in the readme when getting things going locally, if that is considered useful.

Start with the README and the local Terraform setup, then compare them with the workflow that creates lambda.zip. Run terraform init and plan locally to confirm the documented prerequisite is sufficient; done means the README explains how lambda.zip is needed for local use before those commands.
