With the following csproj file:

I can build using dotnet build at the command line (or terminal in VS Code), but in Visual Studio, I get the following error:

But if I add the following package in, it builds fine in Visual Studio:

Start with the shown .csproj package references and compare command-line versus Visual Studio restore, then inspect Microsoft.NET.RuntimeIdentifierInference.targets at the reported line and the SDK package's restore/build integration.
