Boilerplate generation

One of the trickiest parts of a ComponentizeJS workflow is figuring out the write structure to author the code to.

We should generate the boilerplate outline for the world being targetted as a new `generateBoilerplate` operation, which could become something like `jco componentize-gen world.wit` for example.

Start by reading the issue and the linked jco bindgen discussion to understand the proposed generateBoilerplate operation and its relationship to world.wit input. Locate the operation's entry point in ComponentizeJS before defining the scope. Done means the workflow can generate a boilerplate outline for a targeted world.
