Support OCI annotations custom metadata tool convention.

Similar to what [cargo-component does](https://github.com/bytecodealliance/cargo-component/pull/372), we want components produced by guest toolchains to adhere to this (not yet merged/accepted but in practiced used) tool convention: https://github.com/WebAssembly/tool-conventions/pull/248

Refer to wasm-metadata's [oci_annotations](https://github.com/bytecodealliance/wasm-tools/tree/main/crates/wasm-metadata/src/oci_annotations) module.

先從 wasm-metadata 的 oci_annotations 模組和關聯的 cargo-component 變更開始，然後將 tool-conventions 提案與 ComponentizeJS 目前產生元件的方式進行比較。當 guest-toolchain 元件遵循所參照的 OCI 註解慣例時，即表示完成；issue 沒有列出任何 ComponentizeJS 檔案或測試，因此必須先找到它們。
