Error: Linking tmp mounts to host

I just tried to follow the basic example from `install.md` document. Unfortunately, this fails right at the start.

Start with the basic example in install.md and reproduce the reported command on the stated RHEL 9.1 and Podman 4.2.0 environment. Trace the bootc install path around the “Linking tmp mounts to host” failure and determine whether the command can complete or the documentation must state an environment limitation.
