Move `systemd-tmpfiles` and `dracut.conf.d` configurations to this repository if possible

There seem to be quite a few specific `tmpfiles` and `dracut` configurations on the [`fedora-bootc` repository](https://gitlab.com/fedora/bootc/base-images/-/blob/main/minimal/initramfs.yaml?ref_type=heads) that ideally should be here instead so that other distributions can package these fixes along with `bootc` itself. Bootcrew is [directly writing these on the Containerfiles](https://github.com/bootcrew/arch-bootc/blob/0ef238242d8b526339cae1d1d64dc0b0f2983c7c/Containerfile#L36-L47) but there are many other fixes that are implemented on the `fedora-bootc` and `centos-bootc` images that are not caught by my manual reviewing process, would be great to have something upstream that others can point to instead of manually creating these files on each package. Some of these aren't applicable for every system but things like always adding `bootc` and `ostree` to dracut.conf.d would be quite handy.

Review the related fedora-bootc and centos-bootc image configurations to identify which settings are applicable upstream; done means the appropriate shared configurations and their packaging scope are agreed and represented here.
