LNK1104 cannot open file 'boost_python3-vc141-mt-gd-1_65.lib'

I was using this tutorial to get started with Python Boost

I am facing this error every time I try to build.
I have already added libraries in Additional include libraries for both the compiler and the linker and it still shows the same error.
I am using Visual Studio 2017 and Python3
