Add support for Agent-to-Agent (A2A) orchestration — allow this MCP server to participate in multi-agent workflows (agent discovery, task delegation/handoff, and inter-agent messaging per the A2A protocol). Scope/design details TBD; follow the existing service-layer pattern (shared logic in services/, thin adapters in api/ and mcp/tools.py).
