Add Dockerfile for containerized deploy

Add a minimal Dockerfile (uv-based, Python 3.12+) to containerize the service for deployment. Currently optional/unstarted per NOTES.md.

Look at NOTES.md for the current deployment notes. Create a Dockerfile using uv and Python 3.12+. The service is a FastAPI + MCP backend, so ensure the Dockerfile installs dependencies and runs the service. Check for any existing configuration files to understand the entry point. A minimal working container that runs the service is the goal.
