Change fuse high byte to turn on Brown-out Detector

Description
Change programming script to set the High Fuse Byte to 0xDD instead of 0xDF to turn on the Brown-out Detector. This will set the BOD bits to 1,0,1 which sets the BOD level at 2.7 V.
