Description
From some internal discussion:
> It'd be cool if Bluesim could be used to provide a simulation/testing environment for competitions (like MATE, RoboSub, etc).
>
>- Teams could test their control and processing algorithms before the hardware is complete
>- There could be a software-focused competition variant, that allows developers to participate without needing access to / budget for hardware
>- The main competition could include some points for software, instead of all functionality points getting lost if the hardware fails

Research direction
No files, tests, or entry points are named. Start by surveying the existing Bluesim/Godot simulation and clarifying the competition scenarios, supported algorithms, and evaluation criteria; done requires an agreed design and a defined path for testing competition software before hardware is available.
