Description
I encountered an issue while trying to install the Submarine firmware on SITL. I have a Raspberry Pi 3B+ without a Navigator nor PixHawk. I entered Pirate Mode, and performed a change board to SITL, which worked fine. However, when I clicked to install the Submarine firmware, an error occurred. Despite the error, everything was functioning normally.

Research direction
Reproduce the reported flow on a Raspberry Pi 3B+: enter Pirate Mode, change the board to SITL, and attempt to install the Submarine firmware. Start with the error shown in the attached image and trace the firmware installation path; done means the cause is identified and the installation completes or reports a clear, actionable failure.
