bug: Load Recommended Parameter Sets

### Bug description

There is inconsistency in parameters and PWM Output page when running the Wizard and loading recommended parameter sets

After running the Wizard for a Standard ROV, then using the Load Recommended Parameter Sets for the Heavy ROV the values for output 7 and 8 stay at 0. Have to restart ArduPilot

Then when running the wizard again and loading the Standard ROV, the displayed image and Outputs are still for the heavy.

This happens the same if starting from the Heavy ROV and Loading the Recommended Standard ROV settings

### Steps to reproduce

1. Run wizard for Standard ROV
2. In Load Recommended Parameter Sets, click Heavy
3. Run Wizard for Standard ROV
