bug: Sometimes MajorTom forgets BlueOS Cloud registration

### Bug description

See attached log - won't connect. Had setup vehicle previously and been installing extensions from bazaar.

### Steps to reproduce

Register system with BlueOS Cloud
Restart a lot, both autopilot, hardware, and just BlueOS.
Have MajorTom error when trying to load bazaar. Vehicle has extension installed from bazaar already!
