core: backend: We should allow limit internet bandwidth when launching extensions containers

### Current behaviour

Right now we don't have any kind of internet bandwidth control for extension containers

### Expected or desired behaviour

We should be able to limit the bandwidth and amount of data used by the extensions mainly because BlueOS could be using expensive or limited internet connection.

Begin at the backend entry point that launches extension containers and inspect how their Docker networking is configured. Define how bandwidth and total data limits should be applied and verified; done means extension containers cannot exceed the agreed limits while BlueOS remains usable.
