Add development guideline on wiki

I would suggest that somehow we provide minimum dev tools on the host os, so one can start developing with minimum effort.

First thing that come to my mind and is not available on RaspOS Lite is `git`.

@Williangalvani suggested that we have a separated script `install_dev_tools.sh` to keep that tools away from the regular install procedures.

Start by locating the host OS setup and the regular install procedures referenced in the issue. Assess how a separate install_dev_tools.sh script would fit without changing the regular installation flow, beginning with git on RaspOS Lite. Done means the minimum development tools are clearly defined and can be installed through the separate procedure.
