bug: Changes on tools folder impact both static and system installation bootstrap

### Bug description

We copy the entire folder without selecting between different tools

### Steps to reproduce

Build docker and modify the tools folder, `install-system-tools.sh` and `install-static-tools.sh` run run.

### Primary pain point(s)

Build time taking longer and docker delta size is bigger.
