[Bug]: can't resume the creation of stories.

### Bug description

Hey! I started the new autopilot session and typed in my instructions.

I then confirmed, and Polyscope started to create the stories.

But before it even started, it told me that my cloud limit for the day was reached.

So it couldn't create the stories.

However, after my Claude Code time limit was over I couldn't resume the creation of the stories.

Basically, I had to create a new workspace with autopilot, and type in my goal in again

The report names no files, tests, or entry points. Reproduce on macOS 26.3 ARM64 with PolyScope 0.7 by hitting the cloud limit during autopilot story creation, then verify that the original workspace can resume creation without re-entering the goal.
