Add Actions for Windows

Hi David,

With the changes in bedapub/ribiosMath#2 that compiles properly on my laptop, so finally `ribiosGSEA` can be installed locally. Can we add the same Actions here, like in

?
And maybe the `Makevars.win`, just in case (however, on my laptop it installs in it's current state.

Compare the repository with the referenced ribiosMath commit and inspect the existing build configuration, including whether Makevars.win is present. Reproduce the Windows installation workflow and add equivalent Actions coverage; done means the project installs successfully on Windows in Actions.
