Stop mutating package.json (also, "What's the status of this project?")

Over in `uuid`, we added this module years ago to deal with [this issue](https://github.com/uuidjs/uuid/pull/509). tl;dr: Some folks want to build `uuid` on Z/OS, where some of web-driver dependencies aren't supported.

However, `optional-dev-dependency` has a propensity for editing the package.json file unexpectedly, which is annoying and leads to [regressions](https://github.com/uuidjs/uuid/pull/802).

I'd elaborate on that, and plead for a fix of some sort, but I see this package is deprecated on NPM. But there's no corresponding note in the README for this repo, nor has it been archived. So what's the recommended path forward here? Is there any chance of this getting fixed (ha!) or should I plan on removing the dependency on this package at some point. (If so... is there a recommended alternative?)
