Re-enable 'Incorporate Now' button in Name Request

Description
In Name Request, users who search for an approved name should have the option to select "Incorporate Now." This functionality was intentionally disabled when the modernized system launched because not all clients were eligible to incorporate through the new platform. The direct link to Corporate Online reduced uptake in the new system, but a direct link to the modernized system would generate confusion. To alleviate concerns the link was removed (or commented out).
When the majority of filings and functionality are launched this button should be restored, but the redirect should go to the modernized business registry: https://www.bcregistry.gov.bc.ca/en-CA.
