**Describe the Issue**
The ASEA is restricting the use of cloudwatch metrics in regions other than ca-central-1.
The issue is that some services (like route53 healthcheck) only live in us-east-1 and can't be accessed with the current restriction.
This is a issue because it make the monitoring of route53 healthcheck much more complex.

**Additional Context**
- The canary app is using route53 healthcheck and monitor it with a lambda which is not optimal.

**Acceptance Criteria**
- See the technical possibility of implementing a right openning for cloudwatch
- talk with Ryan J about the implementation of an exeption for cloudwatch metrics in the us-east-1 region

- defining scope
- reducing ambiguity
- establishing testing criteria for QA

All the necessary documentation for the issue has been uploaded to Teams.

Story has been scheduled for a Sprint Demo/community update and impacted teams invited to the Demo.
Stories accepted by PO and documented for potential sharing with impacted users.
- Documented = Captured in Community Update (CU) deck
- Release notes = aspirational goal of providing a bulleted list of features and changes that our users can touch. Was going to store them in our Cloud Pathfinder repo. Can also display to users in the CU
