Reproduce the failure with the provided repository reset, USE_BAZEL_VERSION, and bazel build command. Start with tests/toolchains/transitions:test_minor_versions and its referenced test logs, then compare the Linux and Darwin paths involved in toolchain resolution. Done means the test passes on macOS without the reported path mismatch.
