[Lambda] Layer: Add Tags Support

Enable tagging for Lambda layers, with support for unique tags at the layer version level. Tags could be used for cost allocation, resource organization, automation purposes, ownership identifications.

**Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?**
Currently, Lambda layers do not support tagging, which limits the ability to organize and manage layers effectively. Tags are essential for tracking costs, associating layers with specific applications, and automating resource management. This is especially true if all lambdas using this layer have been deleted.
