Bulk functions and layers versions management

**Description**
Allow customers to delete multiple or all function versions and layer versions at once. Support a "max versions" qualifier to automatically delete older function and layer versions when creating a new version.

1. How would you use these features (for example, via API, CLI, SDK, CloudFormation)?
2. How would you want to handle dependencies for example, would you want to automatically delete function versions associated with a specific layer version?

Im Issue sind keine Repository-Dateien, Tests oder Implementierungseinstiegspunkte identifiziert. Kläre vor der Implementierung die beabsichtigte API-, CLI-, SDK- oder CloudFormation-Oberfläche sowie das Verhalten der Abhängigkeiten beim Löschen von Versionen; als abgeschlossen würden die Massenlöschung und eine Richtlinie für die maximale Anzahl von Versionen für Funktions- und Layer-Versionen gelten.
