Feature request: cursor.fetch_arrow_table()

I'd like to suggest adding the ability to fetch results of a query in a [pyarrow.Table](https://arrow.apache.org/docs/python/generated/pyarrow.Table.html) format.

Start at the cursor API and investigate the requested cursor.fetch_arrow_table() entry point alongside the pyarrow.Table format described in the issue. Review existing query-result fetching behavior and add focused tests for the requested method; done means callers can retrieve query results as a pyarrow.Table with its behavior covered.
