bug: The WSL installation gives a "Permissions denied" error

### Expected behaviour

The installation of Q CLI for WSL should run without the need to run chmod +x first.

### Actual behaviour

I get a "Permissions Denied" error if I run the command ./q/install.sh as it is in the docs. I then need to run chmod +x to get it to work. This is not specified in the docs so it presents a bad customer experience for Windows users. https://github.com/aws/amazon-q-developer-cli/pull/967
