Auto Load user preferences when starting up Q cli

macOS 15.6.1 (24G90)

### Expected behaviour

while there are some small preferences which i feel if q adapts that would useful for my development needs, like setting some folder path using specific python interpreter for all my packages using this specific java version for running my java tests, refer to this specific context folder for any of the query related to that custom knowledge base

### Actual behaviour

every time i had to feed it so it can adapt to my needs, it will be useful if its adapting as per the settings in preference file
