Amazon Q lacks understanding of EBS snapshot incremental storage fundamentals

### Expected behaviour

Amazon Q should understand that EBS snapshots are incremental (only store changed blocks) and apply this knowledge when calculating cost savings. Any snapshot cost optimization should be validated against total snapshot budget constraints.

### Actual behaviour

Amazon Q repeatedly calculated impossible savings amounts by treating snapshots as full volume copies rather than incremental storage. Despite explicit safeguards in project documentation and previous session corrections, the assistant continued making the same fundamental error about how EBS snapshots work.

The README it has context about states to remember this and it continually fails to do so.

### Steps to reproduce

1. Ask Amazon Q about EBS snapshot archiving cost savings
2. Provide context about total snapshot budget
3. Amazon Q calculates savings that exceed total possible costs
4. Correct the assistant about incremental nature
5. Amazon Q acknowledges but repeats same error in subsequent responses
