Improving Q CLI Output Rendering for Better User Experience

I find the way the Q CLI rapidly prints characters and scrolls text upward to be quite disorienting—it actually makes me feel dizzy. For a better user experience, I think we should aim for a more user-friendly interface, similar to what Perplexity or Jupyter Notebook offers. Ideally, text should render in a top-down manner, maintaining stability on the screen rather than scrolling lines upward dynamically. Improving this aspect would make the interface much more comfortable and accessible for users.

The issue names no files, tests, or entry points. Start by locating the Q CLI output-rendering entry point and review how terminal text currently scrolls; done should provide stable top-down rendering that avoids rapidly moving lines and feels more comfortable for users.
