Add a setting for q chat to always "resume" for current working directory

### Expected behaviour

New feature request: Add a setting to auto-resume from current working directory.

### Actual behaviour

User's have to manually type 'q chat -r'

首先跟踪 `q chat -r` 的 CLI 处理流程，并定位用户设置的定义和加载位置。确定当前工作目录恢复设置应如何与现有命令行为交互，然后验证该设置能否在无需 flag 的情况下始终恢复会话。
