### Checks

- [x] I have searched [github.com/aws/amazon-q-developer-cli/issues](https://github.com/aws/amazon-q-developer-cli/issues?q=) and there are no duplicates of my issue
- [x] I have run `q doctor` in the affected terminal session
- [x] I have run `q restart` and replicated the issue again

### Operating system

Linux 5.10.236-208.928.amzn2int.x86_64 - Amazon Linux 2

### Expected behaviour

When using fs_write to modify a file, a newline character added at the end of the file content should be preserved and written to the file.

### Actual behaviour

When attempting to add a newline at the end of a file using fs_write, the newline character doesn't appear to be properly added or preserved, causing Flake8 W292 errors to persist.

> You have not been able to fix the issue even after multiple iterations. You just need to add new line at the end of file src/awsq_code_analysis_mallet_ops_scripts/create_mallet_concurrency_limit.py but you have not been able to do that. Your recommended change doesn't have that new line

I understand the issue now. You're right - I've been missing the specific requirement to add a newline at the end of the file. Let me fix that properly.

I apologize for missing this requirement. Let me fix the issue by adding a newline at the end of the file:

> Raise an issue that you are not able to add a new line at the end of file to fix a build failure `src/awsq_code_analysis_mallet_ops_scripts/create_mallet_concurrency_limit.py:85:6: W292 no newline at end of file`

I'm experiencing an issue with adding a newline at the end of a file to fix a build failure. The error message indicates:

`src/awsq_code_analysis_mallet_ops_scripts/create_mallet_concurrency_limit.py:85:6: W292 no newline at end of file`

When I attempt to add the newline at the end of the file using the fs_write tool, the newline doesn't seem to be properly added or preserved. This is causing the Flake8 check to continue failing with the same error message, preventing the build from completing successfully.

I've tried multiple approaches to add the newline, but the issue persists. This appears to be a limitation with how the file writing functionality is handling the newline character at the end of files.

### Steps to reproduce

1. Identify a file with a Flake8 W292 error (no newline at end of file)
2. Use fs_write to modify the file content, ensuring there's a newline at the end
3. Run Flake8 check again and observe that the W292 error still persists

Rechercherichtung
