Start by confirming whether this belongs in github/copilot-cli and reproduce the high CPU behavior in Copilot CLI v1.0.65, comparing it with v1.0.61 while reviewing the supplied logs. Done means identifying and resolving the regression, with verification that the review command no longer remains idle at high CPU.
