sigv4 not work when a url contains special characters like `(

When a url contains characters like `! ' ( ) *`, the signature calculated by the lambda in this sample becomes invalid. More details are in this issue https://github.com/smithy-lang/smithy-typescript/issues/1224

I'm not sure whether the deprecated package `@aws-sdk/signature-v4` will get the required patch, but it would be better to bundle the latest `@smithy/signature-v4` package in this Lambda.
