AWS Config Configuration recorder dependency

When launching the pipeline from [this step](https://github.com/aws-samples/aws-devsecops-workshop/blob/master/workshop/content/launch/_index.md), the following error appears in the cloudformation console and rolls back the stack setup.

`You must create a configuration recorder before you can create or update a Config rule. (Service: AmazonConfig; Status Code: 400; Error Code: NoAvailableConfigurationRecorderException; Request ID: 9bb82856-c9b9-4bba-80d2-acd1c21a9979; Proxy: null)`

There is no mention of enabling AWS Config in the workshop. If this is required it should be mentioned upfront with steps or a cloudformation template.
